To answer your questions, there are two caps that have been on money. the first one was on the money available to you on the main screen. Once you got over 2.1 billion it would reset back to 2.1 once your hourly income came in. This lead to people having to log in and bank regularly.
This posting is letting people know that cap is removed. Shortly thereafter we did find out that there was still a cap on total income. So if you have enough investments that you are making 2.1 billion per hour, any more investments are worthless. This cap is still in effect.
Why there have ever been any caps, or what is so special about 2.1 billion has remained a mystery known only to the developers.
